Both parties expressed their consent on the signing of Bilateral Agreement on mutual protection and exchange of classified information, as it was agreed negotiations to be started in this direction.

The reason for the meeting was the procedure opened by the Ministry of Agriculture and Food for the award of special public procurement with the subject “Actualization of color orthophoto map with subsequent processing after new plane photographing /by parts/ of the territory of the Republic of Bulgaria”.
The aim of the meeting was to discuss the possibility for undertaking actions on the preparation of Draft Agreement on mutual protection and exchange of classified information between the Republic of Bulgaria and the Kingdom of Denmark.  
During the meeting the Chairperson of the SCIS presented in brief the requirements of our national legislation regarding to the protection of classified information from unauthorized access. 
The Ambassador of the Kingdom of Denmark H.E. Mr. Kore Erhard Janson shared on his behalf that in the regulatory framework of the Kingdom of Denmark there is no specific provision which requires the exchange of classified information to be released on the grounds of an Agreement entered in force. However, he took on the engagement to take up the possibilities for the possible signing of such Agreement. 
Mrs. Markova emphasized on the importance of such type of agreements as they give the opportunity for extension of the relations between the states in different fields of public life.

Information security officers of the structure of the Ministry and employees of its administration took part at the training.
The training was opened by Pavlin Dimitrov, Deputy Minister of Interior and by Tsveta Markova, Chairperson of SCIS. On behalf of the Commission the Deputy Chairperson of SCIS Mr. Zahari Zahariev also participated in the training, and the lecturers were confirmed experts of the “Internal Security” and the “Legal and International Legal Affairs” Directorates.  The program included the following main topics:  
           Industrial security;                  Award of special public       procurements;                                                                                                  Internal rules for the award of special public procurements;           Risk analysis.

Mrs. Markova introduced His Excellence Mr. Chun Bee – ho to the functions of the SCIS as National security authority. She stressed that the Commission exercises methodological assistance and control over the activities of the security and public order services.
Both sides shared their positive estimation of the signing of Agreement between the Republic of Bulgaria and the Republic of Korea in the field of the protection of classified information.  As the Republic of Korea has a significant progress in the field of technologies, the Agreement creates conditions for the participation of its companies in signing contracts in Bulgaria. 
Mrs. Markova expressed her willingness for the activation of the practical implementation of the Agreement in force with the aim of increasing the commercial exchange between the two states. 
His Excellence Mr. Chun Bee – ho explained that this is also his willingness and that in the frames of his mandate he will work for more active participation of Korean companies in Bulgaria. He informed that in the autumn of this year IT Cooperation Center will be established between the Ministry of Public Administration of the Republic of Korea and the Ministry of Transport, Information Technology and Communications of the Republic of Bulgaria.

The education was opened by the Deputy Chairperson Mr. Zahari Zahariev. Experts from the “Classified Information Protection”, “Internal Security” and “Legal and International Legal” Directorates participated in it.
In her lecture Mrs. Yuliana Georgieva, Chief Expert in “Classified Information Protection” Directorate presented the general aspects of handling with National Classified Information and NATO Classified Information according to the Classified Information Protection Act, Security Policy and NATO Directive on Information Security. Analysis upon findings of inspection done in NATO Classified Information Registries by the central administration and the Security Services and the Public Order Services was presented by Mr. Nikolay Katsarski, Head of Unit in “Classified Information Protection” Directorate.
During the discussion in the end of education were considered numerous questions concerning practical implementation of NATO Directive on Information Security, correctly specification of classification level, storage, destruction and additional multiplication of information. Accent was put on the mars and the specification upon materials and documents with Classified Information contents according to the requirements.

His Excellence demonstrated interest to the intensive international activity of the State Commission on Information Security and the great numbers of international agreements contracted by the Republic of Bulgaria in the area of Classified Information as with European as well as other countries.
Mrs. Markova focused on the fact that the State Commission on Information Security draws its interests via two ways. It received some information concerning exterior political and economic priorities of the Republic of Bulgaria by the Ministry of Foreign Affairs. Other way was related to the base on Bilateral relations and the activity of the state which demonstrated interest in signing of Bilateral Agreement in the area of Classified Information.
Both sides expressed their willing to contract above mentioned Agreement between Bulgaria and Algeria. It was underlined that it would have been possible after assigning the authority in Algeria having the same competence and functions as the SCIS had. His Excellence stated his opinion that that sort of authority was the Intelligence and Security Department which was a part in the structure of the Ministry of Defense and expressed his readiness to collaborate.

Carrying out such a meeting was imposed with regard to the amendments in the Electronic Communications Act and the obligations originating from them and from the Special Intelligence Means Act.  
During the conversations issues were discussed related to the practical implementation of the requirements for release of information for the needs of discovering and investigating severe crimes according to Chapter Nine “a” of the Penal Code, pursuant the provisions of the Electronic Communications Act and the Classified Information Protection Act.

Mr. Ali Abdullah Al Mahruqi. 
During the meeting Mrs. Markova introduced Mr. Mahruqi to the functions of SCIS as state authority which carries out the policy of the Republic of Bulgaria on the protection of classified information and as National security authority according to the NATO and EU criteria. She stressed that one of the main directions of the activities of the SCIS are the international relations on bilateral base. 
Mrs. Markova presented to Mr. Mahruqi Draft Agreement on mutual protection and exchange of classified information and explained that such type of Agreements create preconditions for deepening the relations between the states in different fields of public life. 
On his behalf Mr. Mahruqi expressed approval to the possibility of signing such Agreement as it will give opportunities for participation of companies of the Sultanate of Oman in tenders and projects in the Republic of Bulgaria. He took on the engagement to submit the Draft to the competent authorities the Sultanate of Oman in order negotiations to be started. 
Mr. Mahruqi thanked for the extended invitation and confirmed his willingness for deepening the cooperation with the State Commission on Information Security. 
On her behalf Mrs. Markova thanked for the manifested consideration and confirmed he readiness for assistance.

The participants were introduced to the analysis of the results of the methodological assistance and control of the registries for NATO classified information of the central authorities, provided by experts of the SCIS. 
In her lecture, Yuliana Georgieva, expert from the SCIS, presented the main accents of handling national and NATO classified information in accordance with the CIPA, the Security Policy and the Directive on the security of information of NATO. 
During the training issues were discussed on the determination of the character of information as classified, its storage, destruction and additional copying. TSVETA MARKOVA AND THE COMMERCIAL ATTACHE AT THE EMBASSY OF THE UNITED STATES OF AMERICA TO THE REPUBLIC OF BULGARIA MR. SCOTT POZIL </title><link>http://www.dksi.bg/en/News/News/Meeting_Pozil_10.06.10.htm</link><description>On 10 June 2010 Mrs. Tsveta Markova – Chairperson of the State Commission on Information Security had a working meeting with Mr. Scott Pozil – Commercial attach&amp;#233; at the   Embassy of the United States of America. The subject of the meeting was the discussion of the possibilities for updating of the Agreement in force between the Government of the Republic of Bulgaria and the Government of the United States of America concerning the protection of military classified information. The necessity for that is due to the fact that the Agreement in force was signed on 29 October 1999 before the entering into force of the Classified Information Protection Act and the regulations on its implementation and respectively the text of the Agreement contains digressions from the concepts and the rules for the protection of classified information introduced with the CIPA. The possibilities for the extension of its scope were also discussed which will give opportunity for exchange of classified information in all the fields of public life and not only in the field of defense.
In the frames of the meeting Mrs. Markova presented to Mr. Pozil the Draft Agreement on mutual protection and exchange of classified information. 
Mr. Pozil supported the proposal for updating and extending the subject of the Agreement in force and took on the engagement to cooperate for accelerating the process on the preparation of expert negotiations between the two states. 
The meeting was held in Sofia at the building of the State Commission on Information Security.

At the beginning of the meeting Mrs. Markova outlined the importance of the SCIS not only as a state authority which carries out the policy of the Republic of Bulgaria on the classified information protection, but also as National security authority of the Republic of Bulgaria according to NATO and EU criteria. 
The role of the bilateral agreements on exchange and protection of classified information with states that are not members of NATO or EU was also emphasized, as they represent a legal instrument facilitating the development of the relations of the Republic of Bulgaria with other states, not only in the field of classified information protection, but in all the spheres of public life.  
On behalf of the members of the Parliament questions were raised regarding to the duration of the vetting procedures for issuing of security clearance, the problems with the correct determination of classification levels and the observed tendency towards groundless marking with higher classification levels of documents, containing classified information, as well the necessity for legislative amendments in the regulatory framework on classified information protection. 
Mrs. Markova answered in details to the questions, and stressed on the importance of training as essential element of classified information protection and one of the important functions of the SCIS. 
The deputies thanked for the initiative of the SCIS regarding to the joint session that was held, stressed on their interest to the issues discussed and expressed willingness for future cooperation with the Commission. 
The joint session was conducted at the building of the SCIS and was carried out in the environment of constructive dialogue.

She stressed on the importance of such type of agreements and on the significance of signing of such agreement between the Republic of Bulgaria and Bosnia and Herzegovina with regard to the cooperation between the two states related to the practical implementation of the Police cooperation Convention for Southeast Europe. She expressed the willingness and the readiness of the Bulgarian side efforts to be put on the preparation of Draft Agreement on exchange and protection of classified information, which to be signed during the planned in May meeting of the Committee of Ministers, which will be held in Sofia presided over by the Republic of Bulgaria. 
Ambassador Podzic took on the engagement to present the Draft to the competent structures of Bosnia and Herzegovina for legal opinion. He expressed readiness to provide the necessary cooperation for acceleration of the process on the preparation of the Draft with the aim of its signing during the planned in May meeting of the Committee of Ministers.
Both sides expressed their satisfaction of the discussions held and their readiness for deepening the cooperation.

Mrs. Markova the core and significance of such agreement presents in details, which gives opportunities for exchange of classified information in all field of collaboration not only in the area of defense, that gets to the point of current agreement. Necessity is due to the fact that the agreement being in force was contracted before the Classified Information Protection Act and Regulatory Framework were introduced so that it needs updating.
The Ambassador demonstrates interest to the suggestion but he announces that the preparation for new agreement is rather difficult process for the American side. It would be easier to introduce some amendments in the agreement being in force. Despite of the fact, the Ambassador commits to undertake comparative analysis between the agreement still being in force and the Draft Sample Project presented by the Bulgarian side, which is going to reveal what way should be taken by the American side – for contracting of new or correction of old agreement.
During the meeting Mrs. Markova presents the idea for establishing a Centre for Computer Accidents in the Republic of Bulgaria. SCIS working together with State Agency National Security could be initiate and coordinate the process by methodological support of the USA Embassy.
The Ambassador expresses his willingness to pursue a research in the area. He highly appreciates the idea as a well-timed for the region.
Mr. Warlick thanks for the time passes and gives his assurance that we would continue excellent collaboration between the State Commission on Information Security and the USA Embassy in the Republic of Bulgaria. He declares readiness for additional appointment to be made after analysis and formulation of the American position on the risen questions.
Mrs. Markova thanks on her behalf for the methodological support on of the side of the Embassy during the period of preparation of the Republic of Bulgaria for full membership in NATO, since the American Embassy has been a Point of Contact for Bulgaria until now. The main accents in this year’s report were put on: - risks and threats for the status of the National system for the protection of classified information; - analysis of the status of the National system for the protection of classified information – activity of the SCIS as National Security Authority,  of the security and public order services and the other organizational entities on the implementation of the CIPA;  - international activities in the field of classified information protection – international legal regulatory framework, cooperation between the Republic of Bulgaria in the field of security and NATO and EU, development of the bilateral and multilateral cooperation; - training in the field of classified information protection; - directions of priority in the activity of SCIS, the security and public order services and the other subjects of the National system for the protection of classified information in 2010.

On her behalf Mrs. Camerer expressed her readiness to present officially the proposal for opening negotiations to the South - African side and stressed that for the Republic of South Africa is very important to develop economic relations with EU member states as the only country member of G - 20of the African continent. During the session the prepared Annual report on the overall status of the classified information protection in the Republic of Bulgaria in 2009 was put on preliminary discussion, with the aim to introduce in advance the deputies to the conclusions made regarding to the status of the National system for the protection of classified information in 2009, and to the included recommendations, given during the discussion during plenary session of the Annual report for 2008, presented to the National Assembly in 2009. 
On behalf of the deputies questions were raised regarding to the international cooperation which the SCIS carries out, and especially with regard to the negotiation procedures for the signing of Agreements on protection and exchange of classified information between the Republic of Bulgaria and states, that are not NATO and EU members. 
Mrs. Markova presented detailed information on the issue, by pointing out that the states of priority for our country are determined by the Ministry of Foreign Affairs, according to the priorities of the Government on the foreign policy of the state. 
The cooperation between the SCIS and the State Agency “National Security” was also discussed on issues, related to the personnel security of the classified information. 
On behalf of the deputies a special attention was put on the training in the field of classified information and especially to the training of politicians. 
Mrs. Markova stressed on the importance of the training as substantial element of classified information protection and one of the important functions of the SCIS. She clarified that one of the priorities of the NATO and EU policy is the realization of thorough training on the rules for classified information protection with the aim not only of knowing them, but of establishing of the so-called “security awareness”. 
In conclusion the deputies pointed out the necessity for organizing training on classified information protection for politicians.

He told that the first years of membership were as difficult as they are for Bulgaria but he sees potential in our country that could be developed.
On her behalf Mrs. Markova presented the possibilities for deepening and extension of the bilateral relations provided by the signed Agreement between the Government of the Republic of Bulgaria and the Government of the Kingdom of Spain on mutual protection and exchange of classified information. She introduced Mr. Riera to the idea for carrying out a meeting between the Bulgarian Defence Industry Association and representatives of Spain from the field of military industry.
Mrs. Markova presented in brief the international relations which the SCIS carries out in accordance with its legal powers and gave to Mr. Riera a Digest with the chronological description of this activity from the establishment of the SCIS up to the present moment.  She introduced the guest with the practice of the Commission in organizing workshops in the field of industrial security with leading Bulgarian companies.
Mr. Riera gave his high estimation for the professionalism in the activities of the SCIS by emphasizing the importance of the authorities like SCIS with a view to the international prestige of the state.

Ambassador Vasilevski gave high assessment to SCIS activities, referring also to the international prestige, established by the Commission among NATO and EU partners, as well as in bilateral relations.

Mr. Gucuk confirmed the readiness of the Turkish side for the conclusion of such an Agreement but explained that in Turkey there is no authority similar to the SCIS which is responsible for the classified information and this fact makes the procedure more difficult. He stressed that each ministry is responsible for the classified information in its field of activity. Mrs. Markova proposed a bilateral agreement to be conducted on the level of Ministry of Defence. Mr. Gucuk accepted the proposal and took on the engagement to present it ot the Turkish side and when he receives answer to communicate to the SCIC its decision.  
The possibility the bilateral agreement to be signed in the frames of the visit of the Bulgarian Prime Minister Boyko Borisov in Turkey next year was also considered.

The subject of the lecture was ‘The role and the place of the State Commission on Information Security among the security structures of the Republic of Bulgaria. Mrs. Markova introduced to the students the basic principles and requirements of NATO and EU to which the State Commission on Information Security has to respond and the results of her visit in Brussels during the previous week.
The students expressed great interest. Many questions were asked and they can be synthesized to the following three:
First: Should the State Commission on Information Security be closed down by being infused to the State Agency ‘National Security’, what is the purpose of this ‘enterprise’ and who are the leading forces for its realization?
Second: What is the role of the human factor in the protection of classified information?
Third: Until when information will be exchanged on paper copy?
Before answering the questions, Professor Stoyan Denchev, rector of the State University of Library Studies and Information, asked the students to try to figure the answers by themselves.
The students answered categorically and in a well-grounded manner to their own questions by making the natural conclusion that the State Commission on Information Security is a necessary authority for the fulfillment of the requirements and the obligations of our state as a member of NATO and the European system for security.

The French practice in the field of the use and the control on the special means was presented during the meeting and a review of the Bulgarian legislation in this field was made. Mr. Recio specified that at the beginning of the 90s in France occurred similar problems to these in Bulgaria regarding to the use and th control on the special means and he addressed recommendations for amendments in the Bulgarian practice. 
Mr. Recio also explained that in France is established an independent authority similar to the SCIS that is responsible for the state secret. The classification and the declassification of information are done only after compulsory legal opinion of this authority. 
Mrs. Markova said that this is a good proposition for amendment of the Classified Information Protection Act because the current regulatory framework creates conditions for over-classification.  She specified that the law foresees the SCIS to provide methodological assistance but there is no procedure how this has to be done. According to Mrs. Markova the decrease of the quantity of the classified information as a whole will achieve several effects: transparency, control, effectiveness and increase in the prestige of the services and the ministries. She expressed her confidence that with the common efforts of the SCIS, the Ministry of Justice and the Ministry of Interior and with the assistance of the Parliament the necessary amendments will be made in order to achieve the same or similar results to these in France.

The Agreement is a result of direct consultations between Bulgarian and Korean experts that were conducted in November 2008 in Seoul. On Bulgarian side representatives of the State Commission on Information Security and of the State Agency National Security participated in the negotiations.
The Agreement establishes the legal framework of the cooperation between the two states in the field of classified information protection of military aspect and creates conditions between them in different spheres of public life by guaranteeing effective protection of the exchanged classified information.
The Agreement is approved by Decision No.13 dated 2 April 2009 of the Council of Ministers of the Republic of Bulgaria. Mrs. Markova informed the Ambassador that on behalf of the Republic of Bulgaria by diplomatic means a draft agreement on the exchange and mutual protection of classified information has been delivered to the German side and that we expect notes. She emphasized that the necessity of reviewing the current agreement is provoked by the fact that it was concluded before the new legal framework in the field of classified information protection had entered into force and in this sense it requires actualization.
Mr. Hyopfner expressed the interest of the German side in this procedure and took on the engagement to research on the possibilities for its acceleration.
The important role of such type of Agreements was stressed as they establish the legal framework for exchange and mutual protection of classified information necessary in the cooperation process in different areas of public life.
Both parties confirmed their readiness for continuation of the established good cooperation.

Mrs. Markova informed Ambassador van Kesteren that on behalf of Bulgarian side the national procedure was concluded and the Agreement was approved with Decision of the Council of Ministers. A notification is expected on behalf of the Kingdom of Netherlands on the execution of the national procedure. Ambassador van Kesteren took on the engagement to undertake the necessary actions to look for legal opportunities to speed up the national procedure of the Netherlands with the aim of signing the Agreement soon.

Mrs. Markova informed Ambassador Tsarkvenyakov that on Bulgarian side the national procedure has been fulfilled and the Agreement is approved with Decision of the Council of Ministers. Information from Serbian side on the progress of the national procedure is expected.
Ambassador Tsarkvenyakov stressed on the fact that at the Republic of Serbia at the moment a legislative procedure on the adoption of a law in the field of classified information protection is in progress and that an authority similar by powers and functions with the SCIS has been established. As an institution this is a Bureau to the President of the Republic of Serbia.
It was stressed on the important role of such type of agreements as they establish the legal framework for exchange and mutual protection of classified information necessary in the cooperation process in different areas of public life.
Mrs. Markova and Mr. Tsarkvenyakov mutually confirmed the readiness for continuation of the established good cooperation between the two states.

Representatives of more than 15 Bulgarian companies and trade associations, as well as of the Council of Ministers, the Ministry of Defense, the Ministry of Economy and Energy and of the security services took part in the meeting.
Mr. Velizar Shalamanov, the newly appointed deputy director of NATO Consultation, Command and Control Agency (NC3A), participated in the discussion. He presented the new structure and model of work of NC3A, by putting an accent on its uniqueness within the frames of the Alliance. Mr. Shalamanov also gave practical advice related to the opportunities for involvement of Bulgarian companies in projects financed through the Agency.
The meeting continued with a presentation of Dr. Todor Tagarev from The Center for the Management of Security and Defense. The presentation was on the perspectives and challenges that the European market offers to the Bulgarian companies and trade associations of the defense industry.
As a conclusion the President of the Euro-Atlantic Education Initiative, Mrs. Avgustina Tzvetkova, acquainted the participants with the foreign experience in the combating against corruption during the assignment and execution of public procurement in the field of defense.

The issue of the possible fields of implementation of the Agreement between the Government of the Republic of Bulgaria and the Government of the Kingdom of Sweden on mutual protection and exchange of classified information signed on 9 October 2007 in Stockholm was also discussed. The important role of such types of agreements was emphasized with regard to the fact that they establish the legal framework for the exchange and mutual protection of classified information which is necessary in the process of cooperation in different fields of public life.
Mr. Beyer expressed willingness for the deepening of the cooperation between the two states in the field of the military defence industry as in Sweden the production of military equipment is a well-developed branch.
On her behalf Mrs. Markova also confirmed readiness for interaction and development of the contacts in the field of military defence industry and expressed her gratitude for the manifested consideration.

The meeting was opened by the Chairperson of the SCIS Mrs. Tsveta Markova. In this year’s session of the working group on behalf of NATO and EU participated respectively Mr. Rolf Ultes and Mr. Michel De Wolf who made presentations on current issues of industrial security in the frames of the two international organizations.Presentations were made also by representatives of Switzerland- Perspectives of European Industrial Security, Hungary-Industrial Security Vetting in Hungary and Italy- New Network Threats.
In the frames of the meeting an exhibition of Bulgarian companies of the Defence Industry complex and of the field of security was presented.

In the MISWG takes part representatives from 27 EU and NATO member states including the Swiss Federation.
The goal of the working group is to present the national legal system and examples of good practice from the member states in the area of industrial security classified information, in aspect of its improvement and achievement common standards protecting classified information.
Holding regularly annual meetings of MISWG contributes to the extension and deepening the collaboration between the countries in different stratum of social life.
The meeting was opened by the Chairperson of the State Commission on Information Security Mrs. Tsveta Markova. The Deputy Prime-Minister and Minister of Education and Science Mr. Daniel Valtchev congratulated the participants.  Guests were also the Director of the Military Policy Service, general Plamen Studenkov, Deputy Director of the National Intelligence Service general Lyudmil Angelov, the Chief Secretary of the Ministry of Defence Mr. Plamen Petkov, the Director of the Institute of Metal Science and also Chairman of the Association of the “Bulgarian Defence Industry” prof. Stefan Vodenicharov. 
In the current meeting on behalf of NATO and European Commission participated respectfully Mr. Rolf Ultes and Mr. Michel de Wolf. After a insignificant break in the MISWG took part representatives from Turkey. 
In the framework of the meeting was also opened an exhibition, that revealed  Bulgarian commercial companies, whose business refers to the defence industry.

The draft Agreement is based on the standard model of agreement on the protection of classified information, approved by the Council of Ministers, and is coordinated within the frames of the interdepartmental mechanism of conducting negotiations and signing international agreements on the protection of classified information. The Agreement is a result of direct negotiations between Bulgarian and Portuguese experts- in Sofia in 2005. The text contains definitions the basic notions; the correspondent security classification levels and the measures for protection of classified information are specified, as well as the ways of exchanging information.  Provisions are included, which define the rules for conclusion of classified contracts, the procedures of paying international visits, translation, reproduction and destruction, as well as provisions, prescribing the rules in case of a breach of security. The competent authorities of the Parties of the Agreement are defined and the mechanism of their cooperation is arranged regarding to the implementation of the Agreement.
On behalf of the Government of the Republic of Bulgaria the Agreement was signed by the Chairperson of the State Commission on Information Security- Mrs. Tsveta Markova. On behalf of the Portuguese Republic the Agreement was signed by Mr. Mario Jesus dos Santos - Ambassador Extraordinary and Plenipotentiary of the Portuguese Republic in Bulgaria.

Between the National Security Authorities of both countries were established stable relations and good interaction. The negotiations were conducted in a constructive manner and friendly atmosphere.

Representatives from Albania, Belgium, Germany, Estonia, Spain, Italy, Lithuania, Luxembourg, Macedonia, Poland, Slovakia, Slovenia, Romania, Hungary, Croatia, Czech Republic, Bulgaria and NATO Office of Security took part in the Conference.
The meeting was organized by the State Commission on Information Security in its role of National Authority on Information Security.
Bulgarian participants were representatives from the National Assembly, the President Administration, the Ministry of Interior, the Ministry of Defence, the Ministry of Foreign Affairs, the Ministry of Economic and Energy, Security Services and Public Order Services.
Participants presented their experience in the area of classified information protection. Problems and aspects on development of the regulatory framework on the classified information protection under the NATO conditions membership in practice, and procedures in the area of personnel, information and industrial security were discussed. For the period 2003-2006 the Commission has issued total number of:-1834 clearances for national classified information, as 234 has been issued only in 2006-3734 NATO clearances, as 1833 has been issued only in 2006-1249 EU clearances, as 1034 has been issued only in 2006SCIS certified total number of registries as follows:-registries for classified information – 1185-registries handling with NATO CI – 39-registries handling with EU CI – 16The State Commission has also performed its duties in the field of industrial security, supervising the implementation of requirements. A number of workshops, clarifying different aspects of the NATO procurement procedures were organized with the participation of representatives of Bulgarian companies, of the Ministry of Economy and Energy, of the MoD and of the security services.It was also provided detailed information on the international security agreements signed and the forthcoming signings.Regarding international affairs, the attention was turned to the recently organized Balkan Conference “International cooperation in the field of classified information protection as part of the regional security on the Balkans”. The event was organized by the State Commission on Information Security in its capacity of national security authority of the Republic of Bulgaria and under the patronage of the Minister of education and science Mr. Daniel Valchev.  
Questions of common interest, regarding the NSAs and the types of security were in the center of the discussions. Expressing their appreciation, the participated countries also considered the idea the Balkan conference to turn into a regular host-rotation event.

The changed appellations of two of the directorates of the Commission’s special administration reflect the specification of the functions assigned. The event was organized by the Polish Institute of National Remembrance (PINP) in cooperation with other eight institutions from the Czech Republic, Germany, Poland and Slovakia. Among the organizers were the Federal Commissioner for the records of STASI (Germany), the Institute of Political Studies of the Polish Academy of Sciences, Institute of Contemporary History, Academy of Sciences of the Czech Republic, National’s Memory Institute (Slovakia) and others.Over 300 participants of 16 European countries, USA and Canada gathered at the halls of the Palace of Culture and Science. The interest on this issue was obvious after the organizers received over hundred proposals of reports to be presented.At the final conference plenary, on behalf of SCIS - Mr. Orhan Ismailov presented a sign of honour of SCIS to Prof. Leon Kieres - Director of the Polish Institute of National Remembrance (PINP). The issuance of these Mandatory Instructions is a result of the analysis of the difficulties that the vetting authorities meet in the process of vetting.

Invited as observers, representatives of the European Commission of the European Union and NATO Office of Security took part in the meeting.From the Bulgarian side representatives of the State Commission on Information Security, Ministry of Defence and Service “Security Military Police and Military Counterintelligence” participated in the meeting.MISWG is an informal initiative, created in 1985 by the NATO member nations. The necessity of creating a working group in the field of Industrial security is a result of the fact that it is a field of the national legislation of the member nations which is not harmonized and there are criteria and requirements needing unification. The aim of MISWG is to work out common measures for classified information protection and certain non-classified information. The aspects of the activities of MISWG include multinational initiatives (programmes, projects) and issues in the field of defence and international Industrial security out of the NATO context.
