Regulatory Framework

The Classified Information Protection Act (CIPA) (promulgated in Official Gazette, No. 45/30.04.2002) represents the legal framework for the protection of classified information in the Republic of Bulgaria. The legal organization was developed by secondary legislation which forms the entire regulatory framework for classified information protection.

In order to implement the legal delegation the following secondary legal acts have been adopted:

  • Regulations Implementing the Classified Information Protection Act (Official Gazette No. 115/10.12.2002, Official Gazette No. 22/11.03.2003 as amended);
  • Regulations on the General Requirements Safeguarding the Industrial Security (Official Gazette No. 22/11.03.2003, Official Gazette No. 24/14.03.2003 as amended);
  • Regulations on the System of Measures, Ways and Means for the Physical Security of Classified Information and the terms and Procedures of Their Implementation (Official Gazette No. 22/11.03.2003);
  • Regulations No. 6 from 19.03.2003 of the Minister of health on the Procedures and Places for Conducting of Specialized Medical and Psychological Check-ups and on the Periodical Medical Check-ups and the Ways they are Carried Out (Official Gazette, No. 35/16.04.2003);
  • Regulations on the Mandatory General Terms for the Security of the Automated Information Systems and Networks Where Classified Information Is Generated, Processed, Stored and Transmitted (Official Gazette, No. 46/20.05.2003);
  • Regulations on the Procedure of Exercising Direct Control Over Classified Information Protection (Official Gazette, No. 19/28.02.2003);
  • Institutional Rules of the State Commission on Information Security and Its Administration (Official Gazette, No. 22/11.03.2003);
  • Regulations on the Cryptographic Security of Classified Information (Official Gazette, No. 102/21.11.2003).
