Mandatory Instructions
The State Commission on Information Security formulates the priorities of law requirements implementation in order to develop and harmonize the regulatory framework for classified information protection. The unifying of practice of application of classified information protection rules is achieved with the mandatory instructions issued by the SCIS and addressed to all legally obliged subjects.
Up to February 2004, the following mandatory instructions have been adopted:
- Mandatory Instructions on the Position of Information Security Officer and on Other Current Issues, Relating to the Implementation of the CIPA, adopted by decision No. 3/25.02.2003 of the SCIS;
- Mandatory Instructions on the Terms and Procedures for Opening of Registries where National Classified Information will be handled, adopted by decision No. 3/25.02.2003 of the SCIS;
- Loyalty and Reliability Criteria for Issuance of Certificate for Access to NATO Classified Information and Personal Vetting Procedures, adopted by decision-protocol No. 5/10.03.2003 of the SCIS;
- Mandatory Instructions on the Contracts Concluded by the Privatization Agency, adopted by decision of the SCIS on 10.07.2003;
- Mandatory Instruction on the Organization and Carrying Out of Training in the Field of Classified Information Protection, adopted by decision-protocol No. 46/26.08.2003 of the SCIS;
- Mandatory Instructions on the Execution of Information Security Officer’s Duties by the Head of Organizational Unit, adopted by decision-protocol No. 54/25.09.2003 of the SCIS;
- Mandatory Instructions on the Transformation of the Established Legal Relations - in compliance with the CIPA and the statutory instruments for its implementation;
- Mandatory Instructions on the Implementation of Principles and Measures in the Area of Industrial Security adopted by decision-protocol No 82/19.12.2003.
In the process of being worked out are Mandatory Instructions on the Procedure and Terms for Classification of Law Suits in Civil and Administrative proceedings.
