Classified Information Protection Directorate
The Classified Information Protection Directorate has a duty to:
- Organise, execute, coordinate and control the activities on classified information protection under Art. 25 and 26 from CIPA, as well as on foreign classified information;
- Look for meeting the requirements of the CIPA and international treaties in relevance with the classified information protection under Art. 25 and 26 from CIPA, as well as of the foreign classified information;
- Apply and control the performance of the regulations relevant to the types of classified information protection as stated in Chapter III, Section 1 of the CIPA;
- Prepare a draft report to the SCIS Chairperson in accordance with the SCIS powers as stated in Art. 9, p. 13 of the CIPA;
- Look for every change concerning the circumstances relevant to the authorizations issued, certificates or confirmations as undertakes the needed actions for classified information protection, incl. foreign classified information;
- Look for correct determination of the classification level of the information, created within the SCIS;
- Develop general directions and action plans in cases of threats of damaging the law-protected interests and to propose for approval mandatory instructions in that field;
- Prepare analysis of the readiness on classified information protection in cases of threats of damaging the law-protected interests and to propose for approval mandatory instructions in that field;
- Execute preventive activity for prevention and decreasing the pernicious consequences that could be occurred in case of unauthorized access to classified information;
- Assist SCIS in conducting of the general guidance of the background vetting activities for the persons that should work with classified information as well as in case of issuing clearances for access to the relevant level of the classified information;
- Assist SCIS in the background vetting activities for the physical of legal entities who apply for contract or fulfill a contract which requires access to a classified information;
- Carry out together with the Security services background vetting of the persons proposed for appointment as information security officers;
- Propose for approval certificates confirming before foreign authorities that Bulgarian physical or legal entities are security cleared;
- Carry out together with the Security services background vetting of Bulgarian citizens who apply for occupation of positions or execution of concrete tasks that require work with classified information of other state or international organization;
- Develop and propose for approval directions of the methodical guidance to the information security officers;
- Assist SCIS in the exercise of general control on the couriers who transport cryptographic keys and NATO materials;
- Assist SCIS in the exercise of general control on the activity of the National Distribution Authority;
- Develop and propose for approval by SCIS mandatory security requirements of the automated information systems or networks;
- Coordinate the automated information exchange between the Security services and Public order services and with other states and international organizations;
- Develop and propose for approval directions of the methodical guidance to the information security officers;
- Organise, coordinate and carry out training of persons, proposed for employment or employed at a position that require work with classified information;
- Control the training, carried out by appointed by SCIS organizations;
- Develop and propose to SCIS for issuing of certificates to classified information employees for graduated training on classified information protection.
In execution of its concrete tasks the Classified Information Protection Directorate cooperates with the Security services and Public order services by the SCIS Chair.
The Classified Information Protection Directorate consists of 25 persons and is headed by Mr. Staiko Hristov.
