Human Resources and Training and Methodological Activities Directorate

  • prepares the acts for establishment, modification and termination of official and labour legal relations, prepares, maintains and stores the official files, personal staff files and other records with regard to the official and labour legal relations of the members of SCIS and its administration, prepares certificates and other documents;
  • prepares and updates the staff and names list of the administration and submits them to the Chairperson of SCIS for approval;
  • prepares classification of the positions under Article 10a of the Classified Information Protection Act and an order for its implementation  and submits them for the respective signing and approval by the Chairperson of SCIS;
  • organizes the preparation and the updating of the job descriptions of the employees in the administration;
  • organizes the introducing and maintains the implementation  of systems foe evaluation, salaries and career growth of the employees of SCIS;
  • is responsible for the training and the development of the personnel by proposing and carrying out programmes for training and professional qualification of the employees of SCIS;
  • prepares statistical data about salaries and personnel movement in SCIS;
  • organizes and has a representative in committees for competitions as per the State Employee Act, the Ministry of Interior Act and the Labour Code;
  • participates in drafting internal acts, concerning the organization of the salaries of SCIS and its administration;
  • prepares the contracts  of the employees in the administration of SCIS who are hired outside the scope of the approved staff list;
  • organizes the services of SCIS and its administration in the field of human resources and prepares specific data references necessary for the activities;
  • does the entries into the Register of the administrative structures and the acts of the authorities of executive power;
  • does the entries into the Register of the administrative structures and the acts of the authorities of executive power;
  • organizes, coordinates and participates in the training on handling classified information;
  • maintains a register of Information Security Officer who have passed initial training on classified information protection  and issues certificates for completed training;
  • organizes the issuance of official cards and of special official cards of couriers who transfer classified information;
  • exercises methodological guidance over the organization which are entitled to provide training in the field of the protection of classified information.

 

The “Human Resources and Training and Methodological Activities” Directorate is comprised of 12 employees and is headed by Mrs. Magdelena Stoyanova.
