Personnel Security
Personnel security is a system of principles and measures implemented by the competent authorities, in accordance with the relevant terms, on individuals aiming at guaranteeing their reliability with regard to classified information protection. Personnel security principles and measures include the “need to know” principle, the vetting procedure of persons and the issuance of security clearances as per Chapter V of the Classified Information Protection Act (CIPA), the training of persons by virtue of the law and the regulation on its implementation and the control in this field (Article 83, Paragraph 1 and 2 of the CIPA).
The following documents are required in order vetting procedure for reliability of Bulgarian citizens to be launched:
- Request for personnel security clearance;
- Request for NATO personnel security clearance certificate – if necessary;
- Request for EU personnel security clearance certificate – if necessary;
- Request for check in record of the Committee for disclosing the documents and announcing affiliation of Bulgarian citizens to the State Security and intelligence services of the Bulgarian National Army;
- Consent on the grounds of Article 43, Paragraph 2 of CIPA. The present consent is given only by individuals born until 16 July 1973. It is filled out by the person in two original copies;
- Consent of the person in accordance with Article 43, Paragraph 2 of CIPA. The present consent is given only by individuals born after 16 July 1973. It is filled out by the person in one original copy.
- Questionnaire filled out by the person – Appendix 2 to Article 47 and Article 48 of CIPA;
- Request (free text) to the Head of the Organizational Entity for assuming a position or fulfilling specifically assigned task (Article 147, Paragraph 1, Section 1 of RICIPA);
- Copy of diploma for completed education (Article 147, Paragraph 1, Section 1, Letter “a” of RICIPA) – the copy has to be certified with “True with the original” and with the signature of the person;
- Medical certificate in accordance with Article 42, Paragraph 2 of CIPA, in connection with (Article 147, Paragraph 1, Section 1, Letter “c” of RICIPA);
- Declaration certified by the notary’s office in accordance with Article 74, Paragraph 2, Section 1 of the Tax-Insurance Procedure Code (Article 147, Paragraph 1, Section 1, Letter “e” of RICIPA) and copy of the declaration validated by the person;
- Consent on the grounds of Article 43, Paragraph 2 of CIPA, in connection with Article 62, Paragraph 9 of the Credit Institutions Act;
- Declaration on the grounds of Article 43, Paragraph 4 of CIPA for withdrawal of the consent on the grounds of Article 43, Paragraph 2 of CIPA (for the purposes of termination of the vetting procedure for reliability).
- Declaration on the grounds of Article 159, Paragraph 3 for completed initial/current training in the field of Classified Information Protection
