Presentation of the Annual report on the overall status regarding to the protection of classified information in the Republic of Bulgaria for 2011 by the State Commission on Information Security

On 21 March 2012 in the building of the State Commission on Information Security the Annual report on the overall status regarding to the protection of classified information in the Republic of Bulgaria for 2011 was presented.

During the presentation of the Annual report attended representatives of the executive power, the judicial power, the diplomatic missions of NATO and EU countries, defence attachés, security and public order services. 

The Chairperson of SCIS introduced the attendees to the overall activity of the Commission in 2011 connected to the issued security clearances for the period 2003-2011 and in 2011 to security officers, as well as to other officers.

Attention was paid on NATO and EU security clearance certificates issued for the period 2003-2011 and in 2011. An accent was put on the significant decrease in the number of certificate with thehighest classification levels issued by SCIS – COSMIC TOP SECRET and EU TOP SECRET.

Mrs. Tsveta Markova presented the activities in 2011 with regard to physical security and the issued unique identification numbers of registries for national and foreign classified information. Information about the issued facility security clearances and certificates to legal entities in compliance with industrial security requirements was presented.

The presentation of the Annual report included also the international activities of SCIS and the international legal framework. The attendees were introduced to four new international agreements on exchange and protection of classified information signed on behalf of SCIS, as well as to another three which entered into force in 2011. Mrs. Markova emphasized that in 2011 SCIS was a Point of Contact for NATO in connection with construction of the new Headquarters of the Alliance which included conducting check-ups of Bulgarian citizens participating in the construction of the Headquarters.

The Chairperson of SCIS informed the attendees about the active participation of representatives of the Commission in international conferences organized by NATO and EU structures. In the period 25-27 May 2011 in Sofia the First Meeting of the Heads of the National security authorities of the SEE countries, members of RCC was held. 

The activity of the Training center of SCIS in Bankya in 2011 was also presented – 12 trainings and 224 trained officers. During the accountable period lecturers from SCIS took part in 10 trainings organized by the organizational entities where 230 people were trained.

In the end of the presentation conclusions were drawn that the policy carried out in close cooperation with the security and public order services provides effective protection of classified information. The directions of priority for the development of the National system for the protection of classified information in 2011 were outlined part of which are developing and implementing of purposeful policy in the field of cyber security in accordance with international standards as well as the active participation in the fulfillment of confirmed Bulgarian priorities in foreign policy.
