The SCIS carried out a working meeting on documentary security issues

On 30 March 2011 the State Commission on Information Security held a working meeting on documentary security issues with security officers of the central state authorities, the judicial system of the Republic of Bulgaria, the security services and the public order services.

During the meeting the following issues were considered and discussed:

1. Classification of cover letters, to which documents containing classified information are described and attached;

2. Marking of documents and materials, bearers of classified information;

3. Official secret – terms and order for origination;

4. Initial and current training of individuals who have received access to classified information;

5. Unauthorized access – character and possibilities for limiting the cases of such access.

The working meeting was carried out under the guidance of the Chairperson of the SCIS Mrs. Tsveta Markova.

The main report with analysis of the abovementioned issues and proposals for discussion was presented by the Head of Physical and Documentary Security Department Mr. Georgi Teterekov.

The participants in the meeting stated their opinions concerning the destruction of second and further copies and duplicates of documents containing classified information with terms of protection which have not expired. The State Commission on Information Security will consider the issue during its session and will publish its decision on its website.

Different versions were discussed for shaping and sending of documents containing classified information. In conclusion, all the participants united around the proposition that there is possible option for sending the correspondence containing classified information with a cover or expeditious letter which is question of assessment and organization in the organizational entity.

Regarding to the issue for the terms and order for origination official secret it was ascertained that while in the central state authorities, the judicial system of the Republic of Bulgaria, the security services and the public order services the requirements of Art. 21 of the RICIPA have been fulfilled; there are a few district and municipal administrations where such requirements apply. The work in this field will be a priority of the SCIS for 2011.

After summarizing of the received by the participants in the meeting opinions on the issues for the terms and conditions for originating official secret, a news working meeting is planned on 28 April 2011.
