Signing of Agreement between the Government of the Republic of Bulgaria and the Palestine Liberation Organization (acting in favour of the Palestinian Authority) on mutual protection and exchange of classified information
Posted on 24 Oct 2012 18:01:00On 24th October 2012 in Ramallah, the State of Palestine an Agreement between the Government of the Republic of Bulgaria and the Palestine Liberation Organization (acting in favour of the Palestinian Authority) on mutual protection and exchange of classified information was signed.
On the Bulgarian side the Agreement was signed by Mrs. Tsveta Markova – Chairperson of the State Commission on Information Security and on the side of Palestine – by the Chief of Safeguarding Security Major-General Ziad Hab El-Riih.
The agreement is a result of consultations with representatives of the Palestine Liberation Organization (acting in favour of the Palestinian Authority) held in May 2012 and I s good base for establishing of legal framework for cooperation in the field of the exchange and mutual protection of classified information in all areas of public life.
The current agreement will contribute for the development of the bilateral economic relations by giving the possibility for participation of Palestinian companies in public procurements held by Bulgarian ministries and departments as well as of Bulgarian companies in the State of Palestine.
In the agreement are defined the main concepts mentioned in the text, the respective levels of the security classification levels of the information, the measures for the protection of classified information and the ways for exchange. Provisions are included regulating the signing of classified contracts, the procedures for international visits as well as provisions prescribing rules for acting in case of breach of security.
