Working meeting with security officers from the central administration, the National Assembly, the Council of Ministers, the Administration of the President, the General Prosecutor’s Office, the Supreme Court of Cassation, the Supreme Court of Administration, the National Intelligence Service, the State Agency for National Security and Defence Information Service

On 28th June 2012 beginning at 14 o’clock in the Training center of the State Commission on Information ecurity /SCIS/ in the town of Bankya a working meeting with security officers from the central administration, the National Assembly, the Council of Ministers, the Administration of the President, the General Prosecutor’s Office, the Supreme Court of Cassation, the Supreme Court of Administration, the National Intelligence Service, the State Agency for National Security and Defence Information Service  was held. The reason for the meeting was the new Law on Public Procurements which entered into force on 1 May 2012 where Directive 2009/81/EC on the coordination of procedures for the award of certain works contracts, supply contracts and service contracts by contracting authorities or entities in the fields of defence and security was transposed.

Representative of the Public Procurements Agency introduced the attendees with all of the current amendments in the regulatory framework of public procurements in the fields of defence and security of the state. The amendments in the law revoke the Ordinance on the Awarding of Special Public Procurements that was in force until that moment which opened a large discussion among the participant regarding to the terms of public procurements procedures related to the defence and security of the state.

During the working meeting a briefing by a representative of the State Agency for National Security was presented including the implementation of the Ordinance for the overall requirements on guaranteeing industrial security by the contracting authorities of public procurements related to the defence and security of the state. The security officers were briefed on the basic measures for the protection of classified information which have to be applied in the preparation, signing and executing of contracts concerning or imposing access to classified information.

During the meeting current issues were also discussed related to the newly-adopted State War-time Plan. The security officers of the central administration expressed their concerns because of the new order for selection of executor of war-time tasks and the requirement the executors to be vetted for reliability as per the Classified Information Protection Act. Large discussion was raised also by the status of the legal entities who already fulfil war time tasks and by the question is there a requirement for them to be vetted for facility security clearance.

The attendees united around the idea that SCIS would organize a meeting with all the parties concerned by the State War-time Plan.

Mrs. Tsveta Markova, Chairperson of SCIS thanked the security officers for their active participation, fruitful work, constructive spirit and closed the meeting.
