Agreement for Cooperation was signed between the State Commission on Information Security and the Ministry of Interior

On 22nd August 2017 the Agreement for cooperation between the State Commission on Information Security (SCIS) and the Ministry of Interior, which was signed by the Chairperson of SCIS Mr. Boris Dimitrov and the Minister of Interior Mr. Valentin Radev, entered into force.

With the legislative amendments made in 2016 in the Classified Information Protection Act and the Ministry of Interior Act new function was assigned to SCIS with regard to the receipt, storage, transmission and delivery of documents containing classified information.

Taking the abovementioned into account, the Special Courier Service was transferred from the Ministry of Interior within the structure of SCIS as it was foreseen that for the employees whose official duties are related to the execution of the new function will be abided by the provisions on the civil service stipulated in the Ministry of Interior Act.

Before that, in SCIS the positions in the administration were occupied by civil servants and employees under the Labor Act. The execution of the procedures for employment and transfer to civil service of the employees who fulfill courier activity requires the use of the special provision of the Ministry of Interior Act. To this end and having in mind the acquired experience SCIS has extended a proposal for cooperation to the Ministry of Interior resulting in the signed agreement. It will provide an opportunity to the employees of SCIS to be trained in the Academy of the Ministry of Interior and to use its material resources for their mandatory physical preparation. All the psychological and medical examinations for the candidates for work in its administration will be done in the Institute for psychology and the Medical Institute of the Ministry of Interior.
